A rare opportunity for a seasoned Surveillance Manager to step into an independent assurance role on one of Victoria’s most significant marine terminal construction projects.

RSG is engaged by a confidential Principal Contractor client to source an experienced Surveillance Manager to provide independent oversight and assurance across a major marine terminal construction program in regional Victoria. The role spans pre-construction through to handover and you’ll report directly to the client’s Senior Project Manager — not the delivery contractor.

This is a contract role running through to May 2027, at a rate of $1,200 per day, with an immediate start available.

About the Role You won’t be embedded in the delivery team — you’ll be the independent set of eyes ensuring the Managing Contractor and subcontractors meet every contractual, regulatory, and quality obligation the client expects.
The scope spans the full project lifecycle:
Pre-Construction

  • Review the Managing Contractor’s QMS, Project Management Plan, Quality Plan, and Environmental/Safety Management Plans for compliance with the client’s requirements
  • Assess procurement plans, supplier approvals, material specifications, ITPs, and supply chain traceability documentation
  • Develop the project surveillance plan — inspection frequencies, hold/witness points, and reporting frameworks
  • Liaise with the terminal operator to ensure alignment with live operational requirements

Construction — Hold Points, Monitoring & Auditing

  • Review and sign off quality hold points per approved ITPs; ensure no work proceeds past hold points without formal release
  • Attend witness points and critical inspections; coordinate with the terminal operator on key interface activities
  • Conduct regular and targeted site surveillance per the approved surveillance plan
  • Monitor compliance with approved work procedures, method statements, and quality documentation
  • Participate in safety audits, toolbox talks, and incident investigations
  • Advise on and monitor interfaces between active construction and the live marine terminal operations

Non-Conformance & Reporting

  • Identify, record, and track NCRs; review corrective actions and verify effective close-out
  • Prepare regular surveillance reports covering hold point status, NCRs, audit findings, and compliance performance
  • Contribute to monthly project reporting and practical completion inspections

What You’ll Need

  • 8 years’ experience in construction quality, surveillance, or site engineering on major infrastructure or industrial projects
  • Demonstrated experience with QMS auditing, hold point sign-off, and formal inspection processes
  • Strong working knowledge of WHS legislation and construction quality standards
  • Proven ability to operate on live operational sites with concurrent construction activity
  • The independence and confidence to provide honest, evidence-based reporting — even when it’s uncomfortable
